Tobacco retail sales are plummeting but it's not because people have quit smoking | 7.30

For nearly three decades Australia has managed to push down the daily smoking rate thanks to plain packaging laws and steep tax increases.
But recently something's changed. The smoking rate is no longer declining, with many now turning to cheaper, illegal cigarettes sold on the black market.
