Lebanon: Anatomy of a war - The "Dahiya Doctrine" explained | DW Documentary
In September 2024, Israel launched a military offensive against Hezbollah in Lebanon. After two months, Israel claimed victory. But what are the long-term consequences of Israel's strategy, which led to numerous civilian casualties?
The Israeli military offensive had the aim of "decapitating” the Shiite militia. Hezbollah had expressed its support for Hamas just one day after the terrorist attack on October 7, 2023, in which more than 1,200 people were killed in Israel and more than 250 taken hostage to the Gaza Strip.
The war began with the use of precision missiles and so-called bunker-busting bombs, destroying multi-story residential buildings in neighborhoods believed to be Hezbollah-friendly.
In southern Lebanon, the Israeli military offensive continued on the ground. With the aim of destroying Hezbollah weapons caches and tunnels, Israeli forces destroyed entire villages.
This strategy had been employed in the previous conflict between Israel and Hezbollah in 2006. At that time, Israel destroyed part of the civilian infrastructure in the southern Beirut suburb of Dahiya, a Hezbollah stronghold. Although this so-called Dahiya Doctrine violates the laws of war, Israel applied it again. In November 2024, Israel claimed victory over Hezbollah.
This documentary examines the consequences of the Dahiya Doctrine, which aims to turn the civilian population against the militias but carries the risk that the next generation will take up arms. While Israel insists on its right to self-defense, questions about the Israeli military’s disregard for international law are growing louder. Based on reports from affected Lebanese and Israelis on both sides of the border, as well as assessments by experts in the laws of war, the film analyzes the Israeli military's strategy.
