Halloween candy sales tax rules could help some shoppers save

Halloween candy prices rose 8% over the past year, but shoppers in 24 states may be able to take advantage of a sales tax by choosing candy made with flour, according to the Tax Foundation. ABC News' Elizabeth Schulze reports.
