The obvious move is to grab the nearest car by straight-line distance. Uber doesn't. A car sitting 200 meters away across a river or a highway divider can be 15 minutes by road, so ranking happens by estimated arrival time along real streets, not by dots on a map.
There's a second twist. Requests get collected over a short window and solved as a batch, so the goal becomes the lowest total wait time across every rider, not the best deal for whoever asked first.
