Why does Australia keep banning games? | ABC NEWS Loop

Halloween: The Game has become the latest video game to be refused classification and be effectively banned in Australia.
However, the ban isn't due to the game's over-the-top violence, but instead is thanks to the presence of illegal drugs.
Given Australia has an R18 rating for games, why do games keep getting banned before they can reach our shores?
