Edmonton's plan to monitor loud cars backfired
The city of Edmonton thought there were too many loud vehicles so they erected sound monitoring display boards with no accompanying enforcement mechanism. Turns out, games are fun and motorists used the boards to see just how loud they could get. As revving engines increased, so did the noise complaints.
