Fifa President Gianni Infantino was rebuffed when he tried to get leaders from Israel and Palestine's football associations to shake hands.
Last year, Infantino presented Donald Trump with the inaugural Fifa Peace Prize.
Palestinian football authorities accuse Israel of killing over 400 footballers since the war in Gaza began.
