More than a million young people are not just unemployed, they aren't learning and if they claim benefits at 16 many are likely to spend almost as many years out of work with the door to opportunity closed.

It isn't about a new jobs programme he says, but systemic change from national and local government, business, education and charities. And it will require substantial changes to the way benefits work for young people.
