The talks came hours after activist Sonam Wangchuk ended his 26-day hunger strike, following assurances that no legal action would be taken against protesters in Delhi.
But a spokesperson for the youth-led movement says their nationwide protests will continue until the education minister resigns.
They call themselves 'cockroaches' after India's top judge used the word when referring to unemployed young people.
