Andy Burnham has set out his first major policy speech since launching his bid for Labour leadership, promising to shift power away from Westminster and expand the PM’s office to Manchester as “No. 10 North”.

He pledged a major rebalancing of UK resources, including council house building and welfare reform, while facing criticism from Kemi Badenoch who called his plans “old hat”.
Burnham said he planned to deliver more growth to all areas of Britain and move away from heavier centralisation in London.
