Andy Burnham has promised "the biggest rebalancing of power" the UK has seen, in his first major speech explaining what he will do if, almost certainly when, he becomes prime minister in three weeks time.

He said a new “Number 10 North”, based in Manchester, would make power flow away from the centre to British regions. Hope and Manchesterism also on his political bingo card, as well as promising "good growth for everyone", radical devolution of power and a new way of doing politics in Westminster.
But his vision of “radical change” was hedged with caution, as he insisted he would not take risks with the public finances.
For voters wearied by new prime ministers making extravagant pledges he said this time it will be different, that he would change a culture that spends too much time arguing and not enough doing.
Details, like questions, were for another day, but Burnham will hope that for the country he's given a clear direction of travel.
